Sorry to be the guy to re-open a solved case but I'm having a problem very similar to bobo244's, which had been solved, thankfully.
So to be clear only Firefox connects to the internet. Other browsers and many programs cannot connect to the internet. Nor can I update Java or Flash or install new software that requires an internet connection.
I've tried many things, included suggestions made here.
refreshing netsh in command prompt didn't change anything.
running an sfc scan returned no results.
When navigating to proxyenable in regedit, I found it was already set to 0. I also noticed a "proxyhttp1.1" (set to 1) and a "proxyserver" (set to an address that looks like an ip address followed by :80).
I'm not sure what this all means, but I do know that this problem has stumped me.

*edit* I've tried to rename proxyserver to OLDproxyserverOLD and restarted, but nothing changed
