Windows 7: Can't turn on Network Discovery etc..

Hello I've tried to get help about this everywhere but it didn't work :/

So, the problem is that:
1. I can't turn on Network Discovery.
2. I can connect to a VPN server but can't browse the internet with it (Can ping IPs though)
3. When I'm connected, the icon with the Red X doesn't change and the PC doesn't know that I'm online (I always see "My PC----X--- Internet" in Network and sharing Center)

Any possible solution to this?
