since your download speed online is the same as your subscribed plan, and your isp said they're not throttling, it's now safe to say that the problem is with utorrent. try to disable the bandwidth management feature of utorrent.
Nope it's not Utorrent, it's either the drivers, network adaptor or the router being used, if the problem persists then one or all of these will need to be upgraded or changed out for something more compatible.
This is a new Op system so there are plenty of reasons why this can happen, none of which has anything to do with Utorrent or Windows 7. If it really was a Win 7 or Utorrent problem then we would all be getting the same type of problem which isn't the case.
