How many networks are saved in your network list? How many are set to "connect automatically"?

None. I mentioned that i'm using LAN, not wireless or PPoE or anything else. Just the adapter with manually configured ip and everything. "Network 7" is another bug from Microsoft, i even saw some computers counting to 30 or even more but having just one (it discovers a "new" network everytime windows starts up).

Anywayz, it worked fine until 2 months ago. At that moment i thought that it's something wrong with the driver or some service of programs i'm using but recently when i did some research on the internet i realized that the problem is spreading and it's not caused by any reasons that i mentioned above.

I saw in another thread that this problem (which I had until now) is related to services starting up.

Right after you start before the problem resolves,
RUN "services.msc" to bring up the services
Sort by Status and look for one that says "Starting" rather than Started or blank.

For me it was "Windows Image Acquisition (WIA)"
I changed it from Automatic to Automatic (Delayed) and the problem was solved.

Hope this helps

pattcap was spot on.

I had the same problem, except it was the "Server" service that jams up for 20 mins or so. Turns out it's related to network discovery, file and print sharing. I realized that I recently disconnected a Buffalo NAS that was functioning as a print server as well. My Windows was stuck at finding a networked printer that was no longer available. Removing the printer from Devices solved the problem.

If all else fails, you could always try Disabling the service. That's probably not the best reccomendation, as its there for a reason, but it could help you troubleshoot.

I finally found the exact source of my problem
I have Oracle Virtual Box in my system. The "Virtual Box Host-Only Ethernet Adapter"
was taking the long time. I removed the adapter and my problem was solved.

So, if you have Vbox, worth checking this one.

I've reboot my pc and when my network icon was showing blue circle i started a task manager and checked a services tab it was showing that postgres service is stopping, i osbserved it and when it stopped my network was finally active. So i've ran a services.msc and found a postgres service, set it to automatic(delayed) and rebooted again. My problem was gone.
I hope it helps you too.
