Slow upload

I am using uTorrent and I get about 1.3mbps down and only couple of kb up!

Why is that? Can I speed it up?

Go to Speedtest.net - The Global Broadband Speed Test and do a test and see what your max upload rate is also on utorrent down in the right hand corner (bottom) right click on the upload speed and it you will be able to change it.
