How to close ports

Hello,

I am trying to close port 22 and 23 in Windows 7 and have done that in WIndows Forewall Advanced Settings Inbound connections New Rule, but GRC web port checker still reports above ports as open.
Can you please tell me why these ports are still open?

If the software you are using to check to see if the ports are open runs on your PC then it may say they are open because it's sending outbound traffic which isn't blocked.

What's the rule content? Can you make screenshots of the rule content, please?
And do you use a router by any chance? If you do, what's the make and model number?

What's the scope? Is your modem running in "NAT" mode? Or is it running as a "modem" mode? Attach screenshot of a "ipconfig /all" command (open command prompt, type that command there, without qoutes).

If you are using a router the ShieldsUp scanner is seeing the ports open on the router not your PC. Are you using a router?
