Windows unstable Ping (online gaming)

I will start off by saying that it is not related to my network, and is strictly Windows related.

I upgraded my desktop the other day with a new FX card and WiFi card, yesterday the ping was okay around 20-50ms in Counter-Strike and 200 in World of Warcraft and today ping in conter strike was no lower than 150 and WoW was 400...

As bench mark my Macbook runs WoW at 80ms consistently, it was just lacking in the graphics.

I have tried DLing scripts with very little change, I disabled the IPv6; I have tried WLAN optimizer with no success and even tried a couple of scripts with no success. even getting the Ping down a bit it is still fluctuating +/- 150ms+.

Is there a way to fix this or is downgrading to XP the only option? or is there a way to get Snow Leopard 10.6.3 to run on a PC? since it is meant for an Intel based system.
