Sockets extremely slow

Last week or so, all sockets used in Windows 7 (whether it be LAN or WAN) are EXTREMELY slow. The Internet works, how ever it will take about 4-5 mins (yes, I've timed it) to even get a DNS reply, and then about another 5 mins to get a full connection to the IP. I know it's not the DNS servers, because using the exact same servers, Ubuntu has full speed.
Even local connections are terribly slow. I have lost the ability to print to my network printer because of it.
Nothing has changed because I have ignored the driver update for my card (Atheros AR5007EG) because I installed it once before and it completely broke my wireless.
Even plugged directly into my router (and even the modem itself) it's still the same speed. Does anyone have any ideas?

I have searched and found similar things, but none of the solutions have worked.
