What is the best broadband speed checker?

Can you tell me what is the best broadband speed checker please.

SpeedTest.net used to be very good at testing the speed of your broadband limit, but lately it isn't being as accurate as it used to be, or at least thats what I think.

I have 20Mb broadband but when I use speedtest.net it only gives me a download speed of 14.5Mb, but if I download a file and see at the end of the download what the speed was it usually give me a result of about 16.5Mb.

Is the speedtest.net wrong or is the information given at the end of a download wrong?

I don't usually use that one because it's poor, it's telling me that I have a download speed of 11Mb.
