This is super creepy. I'm not surprised that someone crossed the line. But stricter oversight may be needed on Google's part.

This among other things is why I only use Google for searching (and somewhat neutered at that using the OptimizeGoogle extension in Firefox), and refuse to install or use any of their other programs or services.
