It's probably just a play on version numbers. Like Google Chrome, they want to increase numbers as fast as possible. I'd probably have more sympathy if they just jumped the version number to 11 to catch opera or something than release monthly builds upping the major number every month :/
Netscape did that years ago to "catch up" to IE.

At Least One Firefox 4.x Release ahead of Firefox 5.0 Quote: It appears that Firefox won’t evolve directly from version 4.0 to 5.0, but that it will take a slight 4.x detour.
Christian Legnitto, Firefox release manager revealed that there “will be at least one Firefox 4.x release,” following the general availability of version 4.0 next week.
