Pretty much. Libre has it on an Advanced Window and some extra options, but yes the same.

It looks like that uses a "variable" download site that may or may not get blocked...

Was that when you used the Torrent link?
When I downloaded I just clicked on the Main Installer and Built-in-help links and it showed they were coming from a clarkson.edu mirror.  EDIT:
No blocks or warnings.
