That seems to have been a limited problem depending on location for some while others wiere uneffected. Through all that I was to receive any incoming as well as sending mail as long as the sender had things configured correctly(contact info) at the other end.
For WLM that's still rather new while now having been available since late last year. It sounds like they still had a few bugs to work out of it just like with any other provider.

Hotmail outage, now resolved for most customers
We are aware that some customers may have experienced difficulty accessing their Windows Live Hotmail accounts today. We’re actively investigating the cause and have taken the appropriate steps to remedy the situation as quickly as possible. Access has been restored to the majority of affected Window Live customers, and we expect access to any remaining affected accounts to be restored shortly.
