Is there a site to where I can download it from, because I want to give it a try and see if I like it or not and also does this mean Gmail will not be supporting IE9 anymore

Roger Capriotti, Microsoft's marketing director for Internet Explorer, said that, like IE 10 for Windows 7, IE 11 won't have the modern interface, but it will have performance benefits.

It's basically this below for the difference before the final RTM version is released. :)
developer preview = beta 1
consumer/customer preview = beta 2

Yeah, IE11 in Windows 8.1 has a few minor compatibility glitches in it still that will hopefully get worked out by the RTM.
