Every time I come across a bad app that does this it is because the app is coded wrong/improperly.
I'm thinking it is more of the app developers fault than anything. Angry birds for example does not close properly and always runs in the background for absolutely no reason.

And well, to me this is the list of apps that love to spy on you which is why there battery suckers.
