They wouldn't want to build one (even though it is pretty straightforward for a standard VM).
OTOH, if they were supplied with a working "machine" they probably wouldn't care.
As long as you hid the VM+SW behind a familiar icon (that they could double click or poke) I'm sure most users wouldn't know the difference between a VM and a real PC.
As I understand it, a lot of corporate users are actually using some sort of VM (using setups like Citrix).
As far as I can see ... nothing.
