Microsoft Releases New Windows Phone 7 Development Tool
Even though the Windows Phone 7 is still some months away from deployment, Microsoft is taking pains to deliver development tools to make apps available. A while back Microsoft released a limited version of the Windows Phone 7 binaries for developers, but shortly thereafter someone opened them up to explore their content.
Microsoft has release an updated set of Windows7 phone tools for developers to help them get closer to providing appls on the maketplace. but in no time all that was release was also unlocked. But now there are a few new features to take a look at.

Something that the article doesn't make clear, is whether this app is a means of making VOIP calls, and if so, whether it will require monthly payments, like Vonage?
