You could always give it a try but with that RAM you'd do well to leave it at 9-9-9 as trying to go lower (8-8-8) may give errors, or system instability.
I have an i7 setup (see system specs) with Corsair's Dominator memory running at 8-8-8-20 @1600MHz @1.64 volts. If I try lowering (tightening) my timings to say 7-7-7 or 7-8-7, my system crashes or won't boot.
Like anything else it depends on the materials used to make the RAM, like a processor, some are better overclockers than others.
If you do overclock, manually set the RAM to stay within parameters. I have my 950 running at 3.8GHz, with my RAM running at 1600MHz no issues.
