Check your bios settings, there are some options which could throttle down the CPU speed.
Also it would be helpful if you would fill out your system specs.

A little tip -
I have my BIOS set to AutoClock the CPU.

basically when the power is not needed, my processor is clocked down.
when the cpu load gets to 80%+, the cpu is clocked up.

My OS reports a core2Duo 3.00ghz... my pc barely runs at that..

Your processor is fine it has speedstep i belive and that underclocks the cpu when you are not really doing alot of task

Also if you do not know what you are doing with overclocking voltages etc ,I wouldn't recommend tampering with anything

so don't worry your perfomance will show when the cpu needs it and im not to sure how accurate cpuz actually is

Don't OC if your not able to replace it. if it does go wrong, you will fry your system.

Take a friendly piece of advice from someone who lost a brand-new core2quad
