No, not under load. But if that is your temperature when it is not under load, it is very bad.
Seriously you shouldn't overclock your processor if you don't know what you are doing. You will need additional cooling other than the stock CPU fan/heatsink and you need to test it. Set it back to normal, google overclocking and read up on it before you overclock.

As already mentioned, if you don't know what you are doing, especially the basics like temp monitoring, you shouldn't be OCing yet. Going in balls deep without a clue is a bad idea.
Get an understanding of the basics, what apps you need, 'safe' temperature ranges etc and then maybe have another go.
And with stock cooling - keep it to a mild OC.
By don't have a cooling solution, do you mean you are just using the stock cooler it came with?
