Thats normal. That screen will show the CPUs default clock speeds.

If you use something like CPUZ, you will see its working.
As you can see mine reports my 2700K as a 3.5Ghz CPU. Which is its default clock speed.

But under CPUZ you can see here, EIST is working and its running at 1.6Ghz at idle, with lower multiplier.

And the next screen shows its actually currently running at 4.4 Ghz, not the default 3.5

If your CPUz is reporting everything correctly, it is working. No need to worry. Windows hardware screen just reports the CPUs stock max clocks speeds. It will not show real time EIST clocks, or OC clock speeds.
