If it's Intel, then it is either a very old system, or it's a laptop because if it's a bit more of a modern Intel desktop, then the CPU is held in place by a very strong clamp which means it can't be pulled out unless the clamp is released.
So, it's either an AMD desktop, a very old Intel desktop, or a laptop.
Absolutely TC the Intels I have dealt with (laptops) are all screwed down steel / copper clamps and like you say the desky is held in with that steel lock down clasp so removing either would have at very least ripped the lid (heatsink) off the chip in the desktop or the chip itself in a laptop.
Mind you I am not thinking it would have done an AMD much good either.
Actually when you think of the force required to remove the CPU even with no heatsink being attached without undoing those fixings would be a job in itself and in my mind just about impossible without causing serious damage to anything near it.
IMHO The way this sounds is he pretty much tore the CPU and the Heatsink out of the board end of story
I'm sure his dad realized he made a terrible blunder and probably are calculating what the cost of a new rig would be but in any case i'm not sure about the Op's plans as far as what they were trying to do .......
I mean in general sense you would think upgrading but sounds rushed and careless to me
Also I think it is a Intel desktop it sounds like a Core Duo unless you are familiar the Heatsinks are screw ins some are those plastic push tabs if he had the plastic push tabs then just the heatsink would of came off but if it was the screwed in one then he pretty much hulk ripped it out
I just fixed my dads Core Duo and put it in a new case new Heatsink these were the things I observed when working on his rig also it was a learning experience AMD rigs just have a simple clip in place so this wouldn't have happened on a AMD rig he can pull the lock pin up and even if he did force it up it would pull the heatsink out with no damage but Intels heatsinks are put on to hold permanent and I don't care what paste you use it isn't like mortor or cement so he probably didn't unlock the pins or unscrew the thing off sorry but have to point out the obvious

One thing I am very curious about though it what the heck was that original compound made of?? as I have had some that are very solidly stuck but to do damage like it sounds it has got to have been glued by someone. I doubt even an AMD would survive that sort of treatment.
My first thought is and was; how in the hell does one do that to a cpu and motherboard? Sounds like someone is doing surgery with a broad ax.
I want pictures! That motherboard has got to have been violated beyond repair.
I think the OP and his Dad are currently out shopping for a new system. It was one of those "here son let me do this for you " learning moments.

Same thing has happened to me. It was an AM3+ socket, I loosened the hold down then twisted the heatsink a few times and pulled up. The CPU came off with the heatsink very easy. I pried it off with a tiny screwdriver. The thing still works in my case.
Wonder if they applied paste to the pins on CPU contacts.
