I would look to a i5 minimum and if budget will allow then go i7. Let us know your space limits for the case. It tends to be a very personal choice so maybe you want to nail it down first. Look to Corsair, CoolerMaster, NZXT and other name brands. Look for mid-tower designs or such with good space behind the mobo for hiding cables. Look for multiple fan and cooler options and lastly it's looks and other features like windows and doors and such.
I'm happy to offer my suggestions but they are just that mine......in the end this is your computer and you want this hard work to reflect your needs and aesthetics.

Build 1 looks good but ditch the GPU. Apparently AMD are due to release a new line of cards shortly codenamed "Tonga" and due to this the prices of the R9 280 and R9 280X are supposed to be slashed. It does not show the price for the 7950 in any of your lists but I expect you could grab an R9 280X very cheap soon which was based on the 7970.

The top one is a full size ATX board and the bottom is a MATX (Micro ATX) it's a smaller board. Both will fit the case just fine.

Both are pretty much budget boards but should work fine as long as you don't plan on doing any overclocking.

What other components are going with them?

I am building a pc and I wanna know which ssd should I get the PNY Optima 240GB is larger is space than the Samsung Electronics 840 EVO-Series 120GB but I am not sure which one is the better buy in terms of performance. They are both the same price after rebate
