Windows 7: Computer Fans, Push or Pull?

I have them on a Lamptron FC5 fan controller and just turned them down to 1300 and it doesn't seem to make much difference in temps. I'm running 25-30 right now, about the same as before. I don't think I can turn them down any more on this controller.
