No, you don`t have to be a gamer, but you do have know what you`re doing and what you want.

Always research your parts before you make any purchases.

I wouldn't buy another OEM desktop. Many of your components will be better if you build it yourself and OEM support is questionable IMO.
The first build may be more nerves than difficulty but if you can't handle a screwdriver and aren't at least a little "hands on" then buy OEM built.
Here is an example of build options. I don't endorse them and they are is Australian $ but it gives you an idea.

Also build costs can vary depending on what you include. I would generally always want a cost effective IPS monitor. Building your own PC is fun and satisfying.
