PSU - EVGA 100-W1-0500-KR - 500W 80 Plus Power Supply (100-W1-0500-KR): Amazon.co.uk: Computers & Accessories
The rest, hdd/sdd missing, will either use existing hdd or wait till i can buy a new ssd/hdd -

The motherboard and the CPU are not the same socket version. You'll need a motherboard with an 1151 socket to use that Skylake processor. The CPU won't fit in the motherboard that you have chosen.

Are you sure?

My understanding was that only the K series processors shipped without a cooler.

Here's a quote in a review from one of the people who purchased it on Newegg:

"The stock cooler is really quiet and easy to install/uninstall. The CPU doesn't need much cooling anyway because of the relatively low 65w TDP."

That motherboard should work.

That processor is a non-K model, so isn't overclockable to any noticeable degree. But it's plenty strong enough for your purposes at the stock clock.

The one he has looks like it comes with a paperweight, doorstop, I mean cooler

The K`s and E`s don`t, You can tell how skinny the box is next to the Samsung.

There's a big difference between a 400 pound budget for the next 3 years and a 400 pound budget today and say another 150 pounds in 3 months. If I knew I could add in another 150 pounds in 3 months, I'd probably build the thing without a video card and just use integrated video for the first 3 months.

The 150 pounds you don't spend today on a video card could be spent on an SSD, HD, better case, and stronger processor.
So upgrading to an i7 and motherboard, then leaving out the gtx 950
