I worked shipping and receiving enough to know that wouldn't wash with me. When I return anything, I don't just drop something in a carrier's drop box; I take it to them and get a receipt to prove they got it. If the tracking report shows it as delivered but the vendor claims they didn't get it, if it was dropped off without a signature, I would file a claim with the carrier. If there was a signature, I would address the issue with the vendor. If the vendor stonewalled me, since I don't have company lawyers to do the work for me anymore, I would start with a complaint to the BBB (I've had fairly good luck with them), then escalate as necessary, such as consumer fraud complaints to the Attorney General's Offices of the State the vendor is in and my State or, if travel distance isn't an issue, small claims court.
