Windows 7 Ultimate 32 bit

Unfortunately a decision made by Microsoft several years ago on how Windows is programmed, prevents the 32 version of the OS from addressing a full 4GB of RAM, so unfortunately you are limited to that 3.25GB. Usually, the left over RAM is used to make other hardware, like you video card, run better, so you are still getting you moneys-worth.

Don't feel too bad. I have Windows Pro X64 with 4GB or RAM and mine says

Installed memory (RAM) 4GB Usable 3GB.

1GB has been appropriated for something else and there is nothing I can do about it.

On 4 GB systems the above is just an alteration to the display. RAM is still taken up by the hardware, there is no way around this. 32 bit hardware has a strict limitation on the addressing space it can allocate. This is not something Microsoft programmed into Windows, this is just how the x86 platform works. 64 bit also has the same problem, it is just that the addressing space is over 8 TB (for a full 64 bit address which most CPUs do not have). PAE is pretty much already turn on, on modern CPUs that have hardware DEP. DEP requires PAE on 32 bit systems because DEP stores the execution bits beyond the 32 bit space.

Furthermore, going above 4 GB on a 32 bit system is nothing but a cruff. You would be better off going with 64 bit. It is a lot more efficient with larger memory sizes then 32 bit could ever be.

Is there anywhere I can rad about what the 1GB of my 4GB ram is used for? I've gotten bits and pieces of info from various places but it would be nice to read exactly what Windows 7 X64 uses it for.

Start > type "resource monitor" > Memory Tab > Physical Memory.
No doubt the 1 GB is "Hardware Reserved" to get that 1 GB your motherboard and BIOS must support 64 bit (in the CPU and chipset) and have a memory remapping feature.
