An Interesting Resolution to a latency problem

I am not a gamer but of late have been experiencing a huge latency problem. Page refreshes were glacially slow. Tried all the browsers, tried uninstalling AV & firewalls, tried drivers, tried clean installs, tried 3 different machines, tried 2 different ISP's

No change.

I was at the end of my rope. I pulled out the HD and slapped in a new one. Did a clean install and checked the latency with a neat app I heartily recommend called latency checker from here Thesycon - USB, IEEE 1394, Software Development, Windows Device Drivers Development (its free).



On the new HD no problem and I thought I was home free. I then installed AV and the fan app. Problem returned. I removed the AV first still had the problem. Removed the fan app and the problem was gone.

I have tried the 5 major fan/temp apps and they all do the same thing.

My hardware is Dell so it may be specific to dell, but I wouldn't count on it.

If you are having a problem check the fan/temp app. You never know
