You can use this tutorial:
USB Windows 7 Installation Key Drive - Create
1. Prepare a USB stick
2. Copy the System Repair disk to the USB stick.
Step 1. Prepare a USB Stick
Insert USB stick.
WIN | type CMD.EXE | no NOT hit Enter |
Right-click on CMD.EXE in the resulting list | Select Run as Administrator
Enter following Commands:
Diskpart
list disk
select disk 2 (2 is an example-use the number that corresponds to the usb drive)
detail disk (just to make sure you got the correct one)
clean
create partition primary
select partition 1
format fs=ntfs
active
assign
exit
exit
Now the USB stick is prepared.
2. Insert your System Repair disk
With Windows Explorer copy everything from the disk to the usb stick
That's it. You now have the System Repair disk on a USB.
You will only need a 256 MB usb stick. Of course, you can use one much larger.

Remember you are putting the System Repair disk on to the USB.
What you can do is insert a system repair disk into an optical drive and then with Windows Explorer you can see how many bytes are actually used.
The actual used space on the usb stick is: 197,914,624 bytes
