Action Center Settings

The Security messages in Action center settings are greyed out. Can someone help me to enable them?

Windows 7 Home Premium SP1, clean install, upgrade disc
 
 


Try disabling your antivirus, unless it is Microsoft Security Essentials. Then reboot and let us know.

Thanks rich. I tried your suggestion but its still all greyed out. Are these settings controlled in the services possibly?
I don't know if I disabled something which turned this feature off.

I think I found the service that runs this but is this the setting for most people? Automatic (delayed start)
I can't find anything googling this problem. How on earth is it greyed out like this?
very confusing.
