Some of these things can be done daily/weekly/monthly...
Run malwarebytes and virus scanner (I usually scan for viruses at 2:00 a.m.)
Make sure your windows Update is running
View Event Viewer for errors
Remove any software you have evaluated and decided you don't want to keep
Some people optimize and compact the registry. This makes me VERY nervous and consequently I don't.
Crap Cleaner - Clean temp files
Back up registry and data. Image drive.
Run: SFC /scannow (from a command prompt) - and let it check/repair/verify your system files

Avast on guard, CCleaner daily, windows autodefrag weekly and jkdefrag monthly.
lol windows 7 just works... why waste time messing with it. i do use mse for protection and let windows update notify me when updates are available, but the the days of trying to optimize have passed, unless your computer isn't up to spec i guess?
I personally DO NOT BELIEVE that principle. For people with 4 gigs of RAM like yourself, common degradations in performance isn't that noticeable, but use a PC with 1 GB RAM, like mine or below and you do feel the machine gets slower by the time.
Partially mentioned, above, be careful with Registry cleaners and optimizers. Use Erunt to backup your whole registry and make a system restore point BEFORE using the registry cleaner.
I use registry cleaners but I'm very careful whilst using them.
And hey, it would be very wise to dust the inside of the CPU every few months. Dust is a killer!!!
