Hey guys, my internet connection seems to be slowing down my system

Hello all, i run windows 7 HP on a i5 750 system with 4gigs of DDR3 ram.

Usually during the 1st hour after booting, the computer runs smoothly.

Then sometime during the 2nd hour, my computer would get "mini freezes" in all kinds of programs such as chrome and MSN.

During a mini freeze, my computer is not "frozen" per se since i could still switch between different programs.. just that the program i am current using would "pause" and respond again after a couple seconds.

Soon i realized rebooting can temporarily stop the mini freezes for another hour.

At first i thought this was a virus or hardware problem so i reinstalled/flashed my bios/upgraded video card driver/ used Avast! and MSE to scan my computer/ cleaned registry and temporary files

but none of these things helped..

then yesterday, i suddenly realized that when i unplug my internet cable, computer can run smoothly immediately! or if i simply disable/enable my connection, it works the same way as rebooting my computer.

I live on residence, and I built my computer with the help a friend in June

After around two weeks it started to get this problem.. but during the summer when i stayed on residence for a little bit, the mini freezes disappeared for a while.

Is there a way to fix this all?

CPU fan is working.. everything is running cool and nice

About the internet connection.. I am afraid that i'm not sure of the set up.. I just know that this is residence net, at the university, and i live in a dorm.

If you need more information, maybe you could tell me where to find it, and i could look it up!
