Windows 7: can I choose my startup programs through the control panel?

can I choose my startup programs through the control panel?

I have liked using the Windows Defender when I had Vista to set my start up programs and disable the background programs that I don't want going on back there boggin down my machine. I went to windows defender on my windows 7 os and I can't figure out how to use that feature or if it is available at all. I used the system configuration tool, but that doesn't seem to me to be the best way to do it.
