my fan is constantly running and is very noisy what do i do?

I just bought a new toshiba pc i got it last thursday and when im just sitting at the desktop the fan just kicks into high gear constantly running and making noise and then after a few minutes it stops but it also starts back up making the same annoying noise minutes later is the fan suppose to be working so constantly? And the cpu temperature is constantly at 30 degrees or higher is that normal? even when i turn on the pc after its been off for a few hours its still in between the same temperature range that i mentioned earlier. also for example on this pc if i have firefox open and i have photoshop open or any other programs the screen brightness changes slightly dimmer when i switch from one program to another on its own. Im not sure should i take it back im thinking about doing that i cant take the annoying fan and the automatic switching of the screen brightness upon switching application windows is a little strange.

A constatly running fan usually means overheating or a defective fan. You said 30C or higher. The higher is the imporant part, as 30 is not too high

    bigboi,
If the toshiba is now your main machine, please update your system specs.

HOW TO FILL OUT YOUR SYSTEM SPECS

In the line at the top of www.SevenForums.com you will see UserCP.
That is an abbreviation for User Control Panel.
    Click on UserCP.
In the left-hand column, under Your Profile you will see Edit System Spec.
    Click on Edit System Spec
You can copy and paste from the output of Speccy, Speccy - System Information - Free Download to fill out much of the info. Be sure to use the Other Info section of your System Specs for such info as your optical drive, your wireless adapter, your speakers, etc.

Since this is a new laptop, I strongly recommend contacting Toshiba regarding a return to manufacturing authorization, in other words, return for repair/replacement.

30C is alright for a laptop, since it is a confined space. The noisy fan is unacceptable though, and as karlsnooks said, you should look into an RMA.

A CPU temp of 30c is normal. It's also normal for the fan to cycle hi and low - my laptop does it. Whether it's making too much noise meaning there's something wrong with it we can't know. Get a can of compressed air and blow out the cooling vent to make sure there is no obstruction. If you bought the laptop locally it would make sense to take it back and have the retailer check it out - maybe compare it to a display unit.

Not likely that a new laptop would be dirty inside yet.....but it will and cleaning will become a semi regular maintenance. Are you using this on your lap?? Do you have a laptop cooler.....very good idea?? Were you gaming at that time ?? If you are using this on a desktop and with it's rear legs raised so air can get into and under the laptop then for sure you need to contact Toshiba and work with them to solve this issue.
