Ya if your facing no problems, then don't worry about it. Mind also reaches at 43% (not so far from 50) when in Idle.
The larger the memory, the more windows tends to utilize it. (There's a limit though). | My System Specs | | System Manufacturer/Model Number HCL OS Winbdows 7 ultimate x64 | Ubuntu 12.04 x64 LTS CPU Core 2 Duo e7400 @ 2.90GHz Motherboard Gigabyte G31M-ES2L Memory 3GB DDR2 Graphics Card Asus Nvidia GTX 560Ti 1GB Sound Card On-board Monitor(s) Displays HCL eZeeBee 18.5" LCD Screen Resolution 1366x768 @ 60Hz Keyboard Stock Mouse Stock PSU Corsair CX500 V2 500W Cooling Stock Hard Drives Western Digital 320GB Internet Speed 15-25kBps D/L | 10kBps U/L | Hey Don't laugh |

It's been beaten to death online by now, but that's Windows 7 doing it's job. I've seen it written many other times, but the general consensus is....if you don't want your memory used, remoed it from your computer and put it on your desk. Windows 7 isn't XP, so it shouldn't be treated like XP. You paid for that memory, so if the computer is using it to run more efficiently....let it. | My System Specs | | OS Windows 7 Ultimate x64 SP1 CPU Intel Core i7-2600 Motherboard Gigabyte GA-P67A-UD3P-B3 Memory 12 GB Patriot Extreme DDR3-1333 Graphics Card Nvidia GTX 470 Monitor(s) Displays Dell UltraSharp 2209WA PSU OCZ ModStream 700W Case CoolerMaster HAF 912 Advanced Cooling CoolerMaster Hyper 212 Plus Hard Drives OCZ Agility3 240 GB, WD5001AALS, WD7501AALS |

If you are interested to know what's running, open the Task Manager > Processes tab. Then click on "show processes of all users" button (on the bottom) and click on the Memory button to show you the main users on top.
But I vote with the others, nothing to worry about. | My System Specs | | System Manufacturer/Model Number HP, Dell, Gateway, Toshiba - 4 laptops and 2 desktops OS Vista, Windows7, Mint Mate, Zorin, Windows 8 CPU from 1.6GHz Duo to i7 Monitor(s) Displays 2x HP w2207 Keyboard with trackball - no mices Mouse Trackball mice Hard Drives 5x HDD, 7x SSD, 12x Externals Internet Speed DSL 6000 |

My 4GB of RAM is generally used up to within 50-75MB of the 4092MB. Shows me I should get some more but also that Windows 7 64bit is pretty good at managing things on it's own. Maybe the Intel SSD helps a bit too. | My System Specs | | System Manufacturer/Model Number Custom Build OS Windows 7 Ultimate 64Bit CPU Intel Quad Core Q6600 @ 2.4GHz Motherboard Intel 975 XBX2 BadAxe II Memory 4 GB Corsair DDR2 Graphics Card ATI X1800 GTO Sound Card SB Audigy 2 Monitor(s) Displays Samsung 930B Screen Resolution 1280x1024 Keyboard Logitech Cordless Desktop Mouse Logitech MX1100 PSU Antec 650W & Ultra 325W add-on PSU.
