I'm not sure. I had thought that was what the power connectors on the PCI-E devices (ex: graphics card) were for.
I can also see someone possibly frying their motherboard if this adapter was connected incorrectly in the PCI-E slot.

I think its supposed to boost the PCI express bus speed to give a little performance gain.
It looks relatively save.
