I got a brand new machine Gateway Official Site: Shop - Notebooks – NV79C52u Laptop Product Details again.
it's going back in 12 hours. I got it for $599.99USD now I see why.

EVERY single click I do it takes about 1-2 seconds to respond.

I usually keep Process Explorer running and during these episodes CPU and memory usage always remain low. Here's what I've done to detect a problem:

Checked system integrity (via SFC command)
Run virus scans and protection (via online checks and malewarebytes)
Checked for suspicious or unverified processes/services (via Process Explorer)
Checked the logs for anything unusual (via Event Viewer)
    Tried disabling Aero
    Updated all hardware drivers
Spent hours Googling and reading here for a clue

my vista laptop works fine, it's my two win7 laptops that have this issue

see attached pic and look at the .bat file via context edit; it shows all my choices in the services panel.
