Killing unneeded processes

Well, I killed all the unnecessary processes and system "logging" to cut down on writes to the SSD and finally got to this point (0% CPU usage at Idle)

Nah, your CPU is still being used. It's technically impossible for the CPU to have zero usage.

Look at Core 2,4 and 9. I say you 0% is rounded down to zero from 0.25%.

But good for you achieving the nearly impossible!

Oh yes, right you are - even though it says 0% I realize the reading is being rounded down. There are still a bunch of processes being performed in the background - just not as many as there were before I turned off all the ones that I safely could. The CPU gadget used to report 1% at an idle most of the time.
