Why do you want to turn System Restore off?

You can restrict the amount it uses and still have at least recent restore points.

You haven't turned off the Volume Shadow Copy Service have you?

run services.msc and see if the "Volume Shadow Copy" service is disable or not. It should be set to Manual.

Can you get more detail by looking at the system and application event viewer logs?
