Looks like notepad is being started at boot time for some reason. There are a a variety of ways to check this, the best is Autoruns for Windows. Start it then see if you can find notepad in any of the startup areas. If so, uncheck it to disable.
Click on Help / Help for usage info.
You'll need to delete the desktop.ini file in startup folder following the steps given here, or use their Fixit button: http://support.microsoft.com/kb/330132
Errors like this are resolved by googling the message text.
