Windows 7: Slow loading welcome screen

Hello, Please help me with this problem.

I have searched the forums for a answer but so far no one has been able to give one. Like most people this is my situation;

New install of barebones system made. fresh install of windows home premium 64 bit on a 60gb ssd, installed all the latest updates and software and during this 2 day period at some point the welcome screen decided to hang for 25 seconds. this only happens with the administrator login with password. guest and other accounts load instantly.
Background is not solid colour. I stopped each running start up application with msconfig but it still did not help. I tried creating a new admin user login but that too takes long loading time on welcome screen.

Any advice will be gratefull
