Taskmanager gone & things not working

Hey, so my computer has been acting up recently. Some programs (games mostly) won't open, and the weirdest of all.. my task manager is gone. When I press CTR+ALT+DEL it shows the usual lock, change password, etc. But where the Task manager USUALLY is it's not there.. And when I right click on the bar @ the bottom of the screen it's blacked out.

I tried step two and a error message popped up saying

"Task manager has been disabled by your administrator"

I have done this and it is still greyed out and not showing in the CTRALTDEL

Try going to bottom of the screen, task bar. Right clicking. Does it come up then?
If not give this a try
SFC /SCANNOW Command - System File Checker
If that does not work and you know when the problem started go back a few days before and try a system restore.
