Hello chainswap and welcome to Seven Forums.

I'm guessing you're trying to use the built in Windows 7 defrag tool. Are you following these steps?

Improve performance by defragmenting your hard disk

You could also try a free 3rd party tool such as Defraggler or Puran:

Defraggler - File and Disk Defragmentation - Free Download

    Disk Defragmenter x64 / 64 Bit / 32 Bit Windows 7 / Vista / Xp / 2003 / 2008 | Puran Defrag

If you've followed the steps in the Microsoft article provided (also taking note of the special circumstances when a drive can't be defragged) it's possible you might have problems with the drive itself. You could run Check Disk.

    Disk Check

And to make sure you don't have any damaged or corrupt system files that could be affecting the defrag tool you could run System File Checker. If SFC finds any problem files you should run the scan 3-4 times.

SFC /SCANNOW Command - System File Checker

ok i did an sfc scan and it told me no errors so do you think that 12% is just in use maybe if i start it in safe mode i can defrag it would that work?

to be honest my computer is still running very fast i was just wondering why i cant
reduce that 12% on my system disk

There's an old saying I firmly believe in: If it ain't broke, don't fix it. :)

You could try running defrag in Safe Mode but don't be surprised if it doesn't work.

What is not helpful is that, apparently, with Service Pack 1 of Windows 7, it was decided that Defrag shall not run in Safe Mode. In fact, the DLLs and .inf file associated with it have vanished from all systems where SP1 has been installed. This is another example of the incredibly frustrating tendency of Microsoft lately to quietly remove existing features as part of a new version of upgrade. This may well be the thing that finally alienates the user community enough to switch to the increasingly large number of alternatives.
    Defrag in Safe Mode

FWIW, I let Windows 7 do a defrag on an automatic schedule. It seems to keep my machine working just fine. I don't concern myself with what the percentage happens to be at any given moment.

I would download and try auslogics defrag. I have it and use it exclusively.
I and many others think that it is superior to the built in defrag
