Windows 7 - Shortcut keys for jpg files

I have created a shortcut to a jpg file. It opens fine when I click the shortcut.However, when I assign any key to it the key will not open the jpg although the jpg still opens when I click on it.
What am I missing? Maybe this approach does not work with a jpg file.

Hello Mariner,

How did you create the shortcut?

I tested this by using the "Send To" "Desktop (create shortcut)" option, then assigned Ctrl+Alt+B to the shortcut. When I press Ctrl+Alt+B, it opens the image from the shortcut in WPV. It works for me at least.

I did not use the SEND TO.... (Keyboard Shortcut - Vista Forums) did not mention SEND TO at all. I went back and checked.
I re-created the shortcut using SEND TO and it worked fine. However, I could not move the shortcut to another folder. If I did it lost the use of the key. Still worked by double clicking it. Seems that the shortcut MUST stay on the desktop. Is this correct?

Hmm, it appears that programs or program shortcuts can be located anywhere on the C: (Windows) drive for any keyboard shortcut assigned to them. However, image files assigned keyboard shortcuts only seem to work on the desktop.
