Fan running at Full Speed, CPU Usage at 100%

In Task Manager, I see that my laptop has a total of 2038 MB of physical memory, but 0 of it is free. The only thing that I am running is Firefox with 4 tabs, Spybot, my touchpad program for my mouse and Open Office QuickStarter. My CPU usage is always above 80% and the fan runs at max nearly all of the time. Here's some more specs:

OS: Windows 7 Ultimate, 32-bit
Laptop Brand and Style: Compaq Presario C700
Processor: Intel Pentium Dual CPU T2390 1.86 GHz
RAM: 2GB

Could you open up your task manager click the processes tab make the window as large as you can and make a screenshot?

...I guess the real question in that is what is eating all the cpu?
It should show it in the process tab.

Teatimer is running amok for some reason.
It's a valid component of spybot search and destroy but I've seen it freak out like that before.

anyhow this will tell you how to disable it.
How to enable/disable Spybot Tea timer | Malware Help. Org

you are running avg active anyhow you don't even really need teatimer.

Removing Teatimer has helped. Also, I had a BSOD a few times saying something about accessing memory. Also, I cannot run a Google search. Links clicked in a search go blank. I have to press Enter on the URL to open the link. I ran Spybot and AVG (Both are updated), but I cannot figure out what is going on.

First off I don't think those old conextant modems ever got viable win 7 drivers.
You should probably just disable the device unless you are using dialup.

At any rate it's causing your system to load a whole slew of pre win 7 drivers and could be causing issues.
Update your intel storage drivers

Your realtek lan driver is also out of date.
Realtek 10/100/1000 NDIS 5.1 Driver - Realtek

purendis.sys - your pure networks driver is also pre windows 7, but I can find no evidence they ever made a driver better than what you have.

I also want you to run a secure file check.

The reason for all of the Vista drivers is that this laptop originally had Vista. I was selected to hold a Windows 7 party which came with an upgrade copy of Windows 7.

I updated the Intel drivers, disabled the modem and ran the System File Checker. It said "Windows Resource Protection did not find any integrity violations."

However, I could not identify what Realtek driver I needed from the link. There's quite a list of different drivers on that page.

I believe this is the proper realtek device Realtek RTL8139/810x Family Fast Ethernet NIC
HP/Compaq is not offering a proper windows 7 driver for it, but you may be able to find it on the realtek site.
