You can always check around for other settings, like a memory test in the BIOS to disable, but I have to ask a question. Before I do, please note, I am not trying to sound like an ass:
How often are you rebooting, where 13 seconds ends up slowing you down or hurting your work? 13 second, and a 30 second boot time doesn't seem so bad, or even an indication of a problem. Unless you are waiting minutes for the desktop, there's nothing to be worried about. Concern yourself with how the system runs once it boots. If that is fine, you have nothing to worry about. Computers are still a good ways off from being instant on, and too many people seem to expect that, or assume that a new fast computer will boot in a matter of seconds.
Your not being an ass, as I appreciate the information. The only reason it irritates me is because I see motherboards POST in 1-5 seconds and mine takes 13 seconds. Your right though I guess because it only takes about 35-40 seconds to fully boot. With the solid state I can use it as soon as it hit the desktop.
I'm using a Gigabyte board, which is my first non-Intel brand board in a long time, it probably takes at least as long as yours to POST. It shows me the summary screen, and then pulls up a second screen for the AHCI controller to detail out my individual SATA devices. Then it darkens to show the Windows logo and begins booting from there.
I am using an Intel DG33FB in my work tower that I'm typing on now, and I honestly couldn't tell you if the POST was 5 seconds or 45 seconds. As long as it moves along at a reasonable pace, it isn't something I think of too much.
Deacon is right, if your total boot or re boot times are in the 30 second range, that is close to the best I've seen reported here, which is 23 seconds. I have a GiggleByte mobo as well and its POST is maybe 20-25 seconds.
I have a friend whose puter's BIOS takes almost 30 seconds. It's dreadful. His BIOS was manufactured by American Megatrends. I've seen a couple like those that take forever and a good dump.

Any time your computer boots it the time it takes to take a slug of coffee and light a smoke your okay. Sound like your okay.
