Does having a lot of programs INSTALLED (not running) slow down your computer?

And any good software to make it faster generally?

No, having apps installed and not running has no real bearing on your computer's performance. Software won't make your computer faster, either. Make sure the OS and your drivers are up to date, and let Windows do it's thing.
