Windows 7: Slow Startup and hangups

I have a mostly new system build as of 8/20/2011.
New components are as follows;
Intel i5 2500k
Gigabyte GA-Z68A-D3-B3
8gigs Patriot Vengance RAM
EVGA gtx550ti

Old components are as follows;
Case
Corsair vx550 psu
LiteOn BluRay drive
Hitachi 1tb HDD
Seagate 250gb HDD

Here is the issue, when I reboot, it seems as though it takes as long or longer than it used to with my C2D E8200 system. After logging in it seems to continue to drag on even further. My gameplay is far greater than it was but the system itself seems slower. When I check Resmon it doesn't appear that anything is out of the ordinary, although, immediately after login the Resmon shows above 69% usage or more on all cores. This seems really high for this processor. Any ideas?
