ok...here's what I have figured out now. The problem is when I transfer a file from my internal drive to my external drive. When I transfer internal to internal, or external to external there is no problem. It also seems when I transfer from external to internal there is also no problem. Any ideas or suggestions for what to do next?

When was the last time you defragged your drives?
Use the built in Windows defragger or Download Auslogics Disk Defrag for free

From what i understand, you have only one external disk. Could you borrow another one from a friend so that we can check whether it's the computer's problem or your external disk's problem? Also, don't forget to test speeds with the same disk on several USB ports.

Borrowing an external disk from someone is not an option. I have tested transfering through multiple USB ports with the same result. Could it be my USB cable? This is incredibly frustrating and am seriously considering a fresh install (or trying a repair?)

goo2,

Just a hunch from past experience : what motherboard are you using?

I had similar experiences when my GA P67A UD3 started having SATA controller issues. The first generation of P67 motherboards (of all brands) was notorious for this, which is why nearly all of them have been recalled and replaced with B3 versions.
